If water is still inside the washer tank, what is going to happen is at the freezing point, water in the lines and tank will freeze solid. In addition to blocking water to getting to the windshield, the expanding ice could crack and damage the lines or pump. Water cannot remove debris from the windshield; in fact, if it is cold enough you will see the water begin to turn to ice on the glass. The windshield wiper fluid contains a small amount of antifreeze, so no matter the outside temperature, the fluid will be able to move freely.
